Ms. Donna M. Beiter, RN, MSN is a member of the United States Senior Executive Service and is currently serving as the Director of the VA Greater Los Angeles Healthcare System. Immediately prior to assuming her current position in October 2008, Ms. Beiter was in the role of Associate Director for Nursing and Patient Care Services and Nurse Executive since 1999. She served as Chief of the Department of Nursing for the West Los Angeles VA Medical Center immediately prior to this current assignment. She previously held the position of Associate Chief Nurse and Associate Director of Clinical Affairs for the Acute and Tertiary Care Service Line from May 1996 until May 1998.

Ms. Beiter has been with the Department of Veterans Affairs since 1986, and with the West Los Angeles VA since 1994. Prior to her move to West Los Angeles, she served as Associate Chief Nurse for Operations at the Ralph H. Johnson VA Medical Center in Charleston, South Carolina.

Ms. Beiter gained extensive experience in nursing and health care administration as an Assistant Professor of Nursing at D'Youville College and an adjunct Clinical Assistant Professor for the College of Nursing at the Medical University of South Carolina. She is a member of the American Organization of Nurse Executives and Sigma Theta Tau, the National Honor Society of Nursing and the American College of Health Executives.

Ms. Beiter is a native of Buffalo, New York, and earned her Bachelor of Science degree at D'Youville College and her MSN degree at the State University of New York at Buffalo.

Assistant Director

Christopher R. Sandles, MBA, FACHE was appointed as the Assistant Director of VAGLAHS on February 26th 2012. As the newest member of the VAGLAHS executive team, he assumes responsibility for Human Resources, Environmental Management Service, Nutrition and Food Service, Safety/Emergency Management, Canteen, Prosthetics, and Policy/Correspondence.

Mr. Sandles began his healthcare career in 2002 at Covenant Health System in Lubbock, TX as an Administrative Resident. In 2003 he was accepted into the Government Health Administration Training Program (GHATP) and served his post graduate fellowship with VA North Texas Healthcare System. Mr. Sandles held several positions at VA North Texas, including Administrative Officer-Pathology and Laboratory Medicine; Special Assistant to the Director/Systems Redesign Coordinator; and Assistant Chief-Medical Administration Service.

In 2010 Mr. Sandles relocated to Southern California as the Chief-Health Administration Service, at VA Loma Linda Healthcare System. Mr. Sandles received both his Bachelor's degree in Business and his Masters of Healthcare Administration from Texas Tech University.

Chief of Staff

Dr. Dean C. Norman was appointed Chief of Staff for the VA Greater Los Angeles Healthcare System in December 1999. He is responsible for managing all of GLA's clinical, educational, and research operations. Dr. Norman began his administrative career with the VA in 1996 when he was appointed Chief Medical Officer (CMO) / Chief Operations Officer (COO) for the VA West Los Angeles Medical Center. As CMO, he maintained the responsibilities of the Chief of Staff and as COO he had additional responsibilities in the areas of Administrative Services, Facilities Management, Human Resources, and Financial Management.

Dr. Norman has been on the medical staff of the West Los Angeles VA Medical Center and a member of UCLA faculty since July of 1983, when he joined the staff of Geriatric Research Education and Clinic Center (GRECC) as Assistant Clinical Director and UCLA Assistant Professor of Medicine. In August 1991, he was named Clinical Director of GRECC and was promoted to Associate Professor of Medicine Residence at UCLA. From 1991 to 1994 he served as Director of the VA-UCLA Geriatric Medicine Fellowship Program. Preceding his Chief of Staff appointment, Dr. Norman served as the Acting Chief of Staff and Acting Associate Chief of Staff for Geriatrics and Extended Care. He was promoted to Adjunct Professor of Medicine at UCLA in 1999.

Dr. Norman and his wife Jane have two children, Keith and Jill. When the VA does not require his clinical and administrative expertise, Dr. Norman enjoys spending time with his family, who share his hobbies of movie-watching and surfing.

Marlene McCraw-Brewster, RN, MSN | 310-268-3603

Associate Director, Nursing and Patient Care Services

Ms. Marlene McCraw-Brewster, RN, MS has been with the Department of Veterans Affairs Greater Los Angeles Healthcare System (GLA) for over 25 years. Ms. McCraw-Brewster was appointed Associate Director for Nursing and Patient Care Services in May 2009. She has held management roles in Neurology and Neurosurgery, Public Health, Student Health, Critical Care, and private sector administration. Ms. McCraw-Brewster spent the last three years as the Deputy Nurse Executive. Previous to that role, Ms. McCraw-Brewster was the Associate Chief Nurse-Geriatrics and Rehabilitative Care (GRC), bringing the GRC to higher levels of prestige and repute.

Ms. McCraw-Brewster is a member of the Executive Quadrad. Sharp leadership acumen and an outstanding ability to oversee multiple clinical services and hospital operations are demanded of Ms. McCraw-Brewster to spear-head positive momentum toward successful organizational goal achievement, especially the Nursing Magnet Designation journey. Ms. McCraw-Brewster is responsible for professional leadership, executive advice, and guidance on Nursing, Pharmacy, and Chaplain Programs and practice; and the integration of these programs into the system and community. She is also accountable for the day-to-day operations of Hospital Services which includes all acute inpatient beds, the Admission/Discharge and Transfer Center, Patient Escort Services, and the Case Management program. As a member of the Executive Leadership team, Ms. McCraw-Brewster participates fully in policy decision-making and the resolution process of the most complex and sensitive operational issues. She is a full member of the GLA Executive Leadership Board and Resources Council.

Associate Director for Administration / Operations

Carrie J. DeKorte, PharmD, FACHE was appointed the Associate Director for Administration / Operations of the VA Greater Los Angeles Healthcare System in August 2011. She oversees Acquisition & Material Management/Logistics, Finance Management, Health Administration Service, Human Resources, Nutrition and Food Service, and Police Service. She serves as the liaison for the Information Technology (IT) section and is a certified VHA Mentor.

Dr. DeKorte served as the Executive Assistant to the Director at SAVAHCS from April 2007 - August 2009. During her tenure as a Health Systems Specialist in the Deputy Under Secretary for Health Operations and Management (DUSHOM, 10N) office from February 2006 - April 2007, overseeing VACO support activities for the 13 facilities within VISN 18 and VISN 19. She was also the VACO DUSHOM Community Clinic Outpatient Clinics (CBOC) Liaison, facilitating the development of the VHA Directive for Strategic Planning of Clinics as well as the VACO approval and notification process of CBOCs. She was detailed to the Under Secretary for Health Chief of Staff Office for the months of August 2009 and April 2010.

Dr. DeKorte earned a Doctorate of Pharmacy in 1997 from the University of Arizona. She completed an American Society of Health-System Pharmacists (ASHP) Accredited General Pharmacy Practice Residency at the Carl T. Hayden VA Medical Center in Phoenix, Arizona in 1998. She then practiced as a Clinical Pharmacist in Ambulatory Care and Inpatient Care for four years in the Phoenix VA Health Care System (PAVAHCS) before joining Midwestern University College of Pharmacy in 2001 as an Assistant Professor in Pharmacy Practice. She returned to the VA as Director, Pharmacy Education and Training / Manager, Clinical Pharmacy, at Salt Lake City VA Health Care System in 2003.

Associate Director, Ambulatory Care and Facility Services

Mr. David L. Holt was appointed as Associate Director for Ambulatory Care and Facility Services on August 12, 2011. He served from 2000 to 2011 as the Network Planner and Network My HealtheVet Coordinator for the VA Desert Pacific Healthcare Network (VISN 22), along with his role as Staff Assistant to the Director for the VA Loma Linda Healthcare System. From 1996-2000 he was the VISN 22 Communications Officer and Health Systems Specialist. Mr. Holt served from 1989 - 1996 as the Staff Assistant to the Director, Staff Assistant to the Chief of Staff and Public Affairs Officer for the Los Angeles Ambulatory Care Clinic (LAACC) prior to the facility's integration with the VA Greater Los Angeles Healthcare System. Prior to the creation of Networks (VISNs), he served as the District Planner for Medical District #25, located at the West Los Angeles campus of the VA Greater Los Angeles Healthcare System. Mr. Holt has a Masters Degree in Business Administration (MBA) from the University of Redlands and a Bachelors Degree from BYU. Mr. Holt is a Fellow of the American College of Healthcare Executives (FACHE).
