Ann Brown, FACHE |
Healthcare System Director
Ms. Ann Brown was appointed as the Medical Center Director of VA Greater Los Angeles Healthcare System effective February 7, 2016. Prior to this appointment, Ms. Brown served as the Director of Jesse Brown VA Medical Center in Chicago, Illinois. She also previously served as the Director of the VA Medical Center in Martinsburg, WV, Acting Deputy Network Director (VISN 9), the Associate Director for Operations at the Tennessee Valley Healthcare System in Nashville TN, and the VISN 23 Business Office Manager in Lincoln NE. In addition, Ms. Brown held various positions at the South Texas Veterans Healthcare System in San Antonio TX. Ms. Brown holds a bachelor’s degree in finance from the University of Texas in Austin, and a master’s degree in health services administration from Trinity University in San Antonio. She is a Fellow of the American College of Healthcare Executives.

Executive Director, Clinical Care
Robert McKenrick was appointed as the Executive Director of Clinical Care (SES) of the VA Greater Los Angeles Healthcare System on November 26, 2017. Mr. McKenrick has over 7 years of previous SES multi-agency leadership experience. He has served as Director/Deputy Director for Transportation Security Administration (TSA); Director Veterans Benefits Administration in Philadelphia, PA and Greater Los Angeles, CA. He has a diverse background that includes significant financial, administrative, and management assignments. Mr. McKenrick served in the United States Army with over 28 years and as an Officer, has led special assignments and oversaw regional and national operations. McKenrick will oversee delivery of health care provided to our Veterans in our Greater Los Angeles Community Based Outpatient Clinics.
Mr. McKenrick was born in Elmira, New York. He attended Eastern Kentucky University receiving a Bachelor of Science (B.S.) degree in Police Administration; Webster University receiving a Master of Arts (M.A.) degree in Security Management; University of Pennsylvania receiving a M.A. degree in Government Administration; Temple University receiving a Juris Doctorate; and the United States Army War College receiving a M.A. degree in Strategic Studies. He has served combat tours in Iraq with the 1st Cavalry and 4th Infantry Divisions. His awards include the Legion of Merit Medal, Bronze Star Medal with oak leaf cluster and Meritorious Service Medal with two oak leaf clusters, as well as other medals citing personal actions taken to save soldiers’ lives.

Executive Director, Master Plan
Meghan Flanz was appointed as the new Executive Director for the Master Plan of the VA Greater Los Angeles Healthcare System. In her new position, Ms. Flanz will lead the Draft Master Plan implementation which calls for revitalizing the 388-acre VA West LA Medical Center campus into a vibrant community for Veterans to receive healthcare, benefits, employment and one-of-a-kind supportive services for the most vulnerable Veterans, to include permanent supportive housing for homeless Veterans. She will be a key leader in maintaining transparency, engagement, and effective collaboration with our community partners who share VA’s vision for a truly Veteran-centric campus. Ms. Flanz comes to GLA with more than 16 years of leadership experience working for the U.S. Department of Veterans Affairs. Among other roles, she has served as VA’s Deputy General Counsel and Acting General Counsel; as Assistant Secretary for Human Resources and Administration; and as Executive Director and founder of the Office of Accountability Review. A Los Angeles native, Ms. Flanz earned her undergraduate degree from the University of California, Berkeley and her Juris Doctor from Loyola Law School, Los Angeles. Prior to joining VA, she practiced law in several private L.A. law firms; wrote for a local newspaper; and chaired a support group for parents of pediatric cancer patients.

Chief of Staff
Dr. Hartronft, who is a US Army Veteran, was appointed as the Chief of Staff of VA Greater Los Angeles Healthcare System effective April 4, 2016. Dr. Hartronft formerly served as the Deputy Chief of Staff for the VA Puget Sound Health Care System. Dr. Hartronft received his medical degree from the University of Oklahoma College of Medicine and completed an Executive Master of Business Administration degree at the University of Washington’s Foster School of Business. After graduating medical school, Dr. Hartronft went onto active duty in the U.S. Army and completed both an internship and residency in Internal Medicine and completed the joint VA/DoD Geriatric Medicine fellowship program. He is board certified in Internal Medicine, Geriatric Medicine and Hospice and Palliative Medicine. He is also a Certified Physician Executive (CPE) by the Certifying Commission in Medical Management, a Fellow of the American College of Physicians (FACP) and a Fellow in the American College of Health Care Executives (FACHE).

Associate Director, Patient Care Services/Nurse Executive
Mr. Doelling was appointed Associate Director, Patient Care Services/Nurse Executive of the VA Greater Los Angeles Healthcare system effective December 27, 2015. Mr. Doelling has been in VA Nursing Leadership since 2001. Prior to this appointment he held positions at Providence VAMC, VA Boston HCS, and Hines VA in Chicago following 13 years in the private sector. Mr. Doelling obtained a Bachelor of Science in Nursing from Duquesne University in 1988 and his Master of Science in Organizational Leadership from Springfield College in 2005. He has also completed the Federal Government Executive Potential Program. Mr. Doelling’s clinical experiences include critical care, trauma, oncology, community health, and hospice. He has done a considerable amount of work with RN Residency programs as well as VISN wide Nurse Manager Program development and Mentor training.
Olivia Freda |
Acting Assistant Director
Olivia Freda, MHA, was appointed Acting Assistant Director of the Greater Los Angeles Healthcare System on May 14, 2018, having served Veterans for 9 years at the medical center and national level. Ms. Freda previously served as Health System Specialist to the Deputy Under Secretary for Health for Operations and Management (DUSHOM) starting in May of 2015. Prior to this appointment, Ms. Freda also served as Staff Assistant to VHA Chief of Staff in VA Central Office. Ms. Freda started her VA career as Graduate Healthcare Administration Training Program (GHATP) fellow in 2009 at the West Palm Beach VA Medical Center progressing to several positions as Health System Specialist for a number of service lines including, Internal Medicine, Radiology, and Patient Care Services from 2009 until 2013.
Ms. Freda is originally from Bronx, New York. She obtained her Bachelor’s degree in Business Marketing and Psychology from Converse College in Spartanburg, South Carolina and a Master’s degree in Health Administration from Medical University of South Carolina in Charleston, SC. She will graduate from the Health Care Leadership Development Program in July of 2018 and is a member of American College of Health Care Executives.

Acting Associate Director
Mr. Dwight "Daniel" Fields assumed the role of Acting Associate Director, VA Greater Los Angeles Healthcare System, effective July 9, 2018. Mr. Fields is the Assistant Director of Durham VA Health Care System. Prior to his position as Assistant Director, Mr. Fields served as the Chief of Care in the Community Department from March – December 2016, and the Chief of Prosthetics and Sensory Aids Service from January 2014 - March 2016.|Mr. Fields earned his Master of Health Administration at the University of Phoenix and Bachelor of Science in Criminology from the University of Florida. In addition, he is a Federal Acquisition and Certificate in Project and Program Management Fellow and VHA Certified Mentor. Mr. Fields served 20 years in the U.S. Army as an Infantry Officer. He is a member of the American College of Healthcare Executives (ACHE), Disabled American Veterans, American Legion, and Military Officers Association of America.
